Luoyang, a millennium-old city in China, draws young people through emotional consumption and youth-led cultural creativity. It combines traditional culture with policy support. Young entrepreneurs have created beef soup-inspired souvenirs, a culture-rich tourist shuttle called “Shendu Mini Bus”, and “winding stream feasts”. The city provides startup loans, housing subsidies and free accommodation for job seekers.
